Are you talking about Pho Bo? It is vietnamese beef noodle soup... although I have heard of it being served with oxtails instead of beef. Also I have never had it with the meat on the side... they do slice it thin, and put it in the broth right before serving so that it cooks... but they do that before bringing it out to you. It does have vegies on the side - mostly herbs, peppers, and bean sprouts. Does that sound right?
